chore(CI): publish KubeArmor tars to dockerhub #1764

Purpose of PR?:

  • Push KubeArmor systemd packages to DockerHub. GitHub API rate limits are too bothering.
  • Provide an option to manually trigger workflow and update previous releases

Has been tried on a couple of repos earlier

Additional information for reviewer? :
Currently OS and arch is stored in the tag as version_os-arch however once oras CLI starts to support pushing multi-arch artifacts, we'll use that.
